Entry: /financial. Financial owns Budget Codes, Budget Requests, approval policy, allocations, currencies and actual spend. Preparing, approving and administering funding require different permissions. Have the correct Department, authorized Budget Code, currency and fiscal year ready; an approval workflow may also require current organizational Positions.
Prepare and submit a Budget Request
- Open Budgets → Budget requests and choose Create Budget Request. Select the Department and Budget Code, fiscal year, CAPEX/OPEX type, annual/Project scope, title and currencies.
- Open the new request. In Budget workflow, use the available Set Budget Request Lines action to add cost types and descriptions with the required monetary amounts or mandays.
- Review Cost snapshot, the cost lines and Approval route. Resolve missing rates, cost classifications or preparation requirements before submission.
- Choose Submit Budget Request from the permitted workflow actions. Reopen the detail to verify its submitted state and pending approval route.
Expected result: the submitted request has reviewable costs and an approval route. It is not approved funding merely because its draft was saved.
Review a request as an approver
- Open the pending request from its registry or authorized notification. Read the cost snapshot and current approval evidence.
- When eligible, use Decide Budget Request, select the available approval or rejection decision, and submit.
- Check Decision history and the resulting request state. Only the next eligible approval stage can act; the requester cannot approve their own request.
- If the record has changed, reload and review the current version. Do not repeat an earlier decision against obsolete figures.
Maintain a Budget Code and follow funding
- Open Budgets → Budget codes. Authorized finance administrators can create the Department's code before allocating funding.
- Use its Settings → Allocate budget with the correct year, currency and approved amount. Review Funding by Currency or Department; never add unlike currencies as though they were one total.
- When an approved Project-scoped request offers a funding handoff, follow Project funding to the authorized Project acceptance workflow.
Blockers and boundaries: missing approval Positions, exchange rates, preparation permission or current-version evidence can prevent submission or decisions. Used Budget Codes retain their history; delete is reserved for eligible unused codes. Procurement owns commercial payment records. A Procurement payment does not automatically post Financial actual spend, and Budget approval does not automatically create a Project. Restricted Cost management information remains separately permissioned.
